LRC Policy and Services
 

The Center for Development Services’ Learning Resource Center (LRC) in Cairo, Egypt, houses a special collection of over 30,000 development related material and resources. 

1. General Policies

  • References and journals are not permitted for circulation for any user
  • In case of damage, or loss of any item, the user will pay the price of the item in addition to 20% of its price
  • LRC has all right to claim any resource with the user
  • A fine of LE 2 per day will be charged for late return of items for all users. Repetitive lateness may result in cancellation of membership
  • All users must accept this policy before subscription

2. Circulation

3. Becoming a Member

Organizations:

  • Organizational members should provide one photo for each representative and a cover letter from the organization
  • 5 members are permitted under each organizational membership
  • Fees are as follows:
    • LE 750 for International organizations, private companies, civil companies, and business associations
    • LE 500 for NGOs operating on a national scale
    • LE 300 for local based NGOs (Community Based Organizations)
  • All organizational memberships can enjoy special circulation which is based on an exceptional agreement as worked out with LRC management. This is used for special purposes such as training courses, or researches requiring checking out of a larger set of items for a longer period of time. The first category of organizations are permitted 3 such agreements per year, the second are permitted twice a tear, and the third are permitted once.
Individuals:
  • Individuals should fill out the application form and provide two photos
  • First time members pay a fee of LE 100 (LE 50 membership fee + LE 50 insurance). For renewals, the LE 50 membership fee is paid annually  

4. General LRC Services

LRC Bulletin:This is a bimonthly 1-2 page electronic newsletter sent to members and other interested individuals. It will contain the following information:

  •  Latest acquisitions at LRC
  • Short review of a selected new item
  • Any change in policy or new services available
  • In some issues, an article on a development issue may be included
  • Upcoming LRC events (special presentations, etc)
Bibliography Service:
  • This entails the preparation of a bibliography of items available at LRC on a topic requested by the member
 Internet:A PC is available for:
  • Accessing the Internet.  The favorites tab on explorer will include a collection of useful general development sites and specific subject area sites
  • Conducting self-search using the LRC system’s Open Biblio interface
Access is free for LRC membersLE 7 per hour is charged for non-members, and prorated according to duration of connectionPhotocopying:
  • Photocopying costs PT 20 per page for members, and PT 30 per page for non members
  • International copyright law is applied, in which only 10% of a book can be copied, and one article from any single issue of a periodical

Additional Fee-based Services

These services can be presented to organizational members for a discounted fee, and to non-members for a set fee.  They include:

  • Repository of experience: It is often the case with development projects to lose a host of documented experiences upon completion of these projects. This especially occurs when projects can not afford, or has not planned for an in-house facility, or have not properly accounted for the dissemination of such experience. In such cases, the LRC can act as a repository of knowledge for the client.
  • Technical Assistance to consultants:  LRC can facilitate consultant assignments through administrative assistance and efficient location of required knowledge resources.
  • Book reviews: Sale and/or dissemination of publications in our region is not a simple process, due to limited interest in reading and knowledge building. The LRC can host book reviews on behalf of authors, publishers, or development agencies for promotion of their publications and stimulation of discussion and feedback.
